The choices that come up during events won't ever ruin your relationship or stop it from progressing. Players can pick whatever they like. There are some scenes with unpleasantness in the game as characters deal with difficulties, but the story as a whole doesn't end on a low note.
If you want to romance Cove, you just set the relationship meter to Crush or Love at the start of Step 4 or sooner. If you don't want to romance Cove, you leave the relationship meter at Fondness or Indifference at the start of Step 4. Not romancing him isn't treated as a bad thing.
