I am not sure that I understand description... Do you mean that CC-BY4 is applied only when person paid for asset?
Anyway. As creator you have right to dual license but if you mean that license is one and it is CC-BY4 so the description is inconsistent. The point of CC-BY4 is in sharing so your custom license is incompatible with cc-by4
