I am currently stuck on the sewer part. It's not letting me go further into the sewers to get the rest of the evidence. Is there a mission I need to complete first, or no? Also, what's the difference from killing the plant and letting it live?

We didn't understand what your problem was. The evidence should be all over the sewers. Both in the one under the main character's house and in the one in the park. As for whether to kill the plant or not, at the moment it does not affect anything, but in the future a new character may appear, a half-human half-plant.
