Is this version 0.04B or 0.06?
The enemy bug has been fixed at later version and have a capped put on it, but yes, it is due to the level being maxed out too high unfortunately.
The outfit changes have to take place in the character's room, I believe in 0.04, the outfit changes unlock when the story of the character is completed but it has been moved to chapter 1 in later versions.
