i dont know if it is finished or not but when i try to get to the highway terminal but it bugs out and does not teleport me there any tips on solving this issue
Not sure what you mean. Also no, the game is not finished and sadly it really seems like development has stopped :( If you give me more information, though, I can probably help you get past the terminal. Have you already completed what's present of the main quest? (i.e. fought your 'rematch' with the cop guy?)
It looks like there may be a new bug since I last played, based on the thread posted just under yours. The highway terminal used to have a boss fight with a girl with a gun that was bugged so she literally could not hurt you no matter what, followed by kind of an pre-final-boss cutscene/dialog that was clearly intended for much later in the plot.
