Oh you mean the quest to find the golden retriever for the girl? If so that quest is a bit tricky. Here is some hint: You need to bring her A golden retriever not specifical HER golden retriever.

I see. The item you need is Dog Shampoo. It can be found in the central area in town in a building. You need to have started the town cleaning quest to be able to remove trash since it blocks the way, i think.
