Why is the Teddy Bear Sword categorized as an "Accessory" instead of a "Weapon". Is this on purpose? My "Rough Whetstone" has no effect on the Teddy Bear Sword.
I had this same problem. Why didn't they categorize it as both an accessory AND a weapon?

Probably.
There are a few items that do damage but are not weapons. Or items that give block, but are not armor.
It is sometimes benefitial. And sometimes not, as with the whetstone.
There is a ring that breaks if you use a weapon, so for that one, the teddy bear sword is very usefull.
Really I think Issac Landaus Half Shekel is better than this doe
