Are you the person, by any chance, who made a lot of different orders under several different accounts? If so, you're likely logged into the wrong account when you attempt the download. Log in, then check Account and Downloads.
I have tried many times and only this file failed to download. Other examples can be downloaded. I think you may have modified this file and the download link on the website is invalid.
