Not yet. But Rose Quartz herself won't be implemented the way you are likely saying so. There will be A Rose, but not THE Rose, if that makes sense.
I C, so I'm guessing its like one of the many rose quartz in that one steven universe future episode type of "A rose"? or some new type story writing exclusive to this game? or were you implying the rose in her room in the game?
