WinRar, 7Zip or even the base windows extract should do it.
Just right click and click extract all and just click the EXE to run the game :)

but can it be downloaded on an android phone?
sadly no. It’s built only for PC at the moment. You may be able to play it through an emulator program on android but I’m not 100% sure sadly :(
