You must wait for in-game 15 minutes until she shows up in the truck. Spend time near a clock and don't catch the ghost until she comes.

So I followed the instructions however, instead of getting Len this random school girl was near the entrance of the level telling me to go fix my mistake in the city. Can I get some help with this?

You should not catch the ghost and wait near a clock for in game 15 minutes until she comes in the truck.

she's in the truck but she's still not unlocking :( and now when I enter Sheperds than she's alwas there but I'm not getting the unlock.

I must have removed by accident as I had both Ringman and LSH project open at the time and Ringman doesn't have that.
