LSD Dream Emulator is a japanese game from 1998, it was released for the playstation. I think it's pretty tricky to find a copy these days, so an emulator is your best bet (or a Let's Play, but most of the point of the game is to explore and take in the sights, so you'd be losing a lot of the appeal). Your game is definitely its own thing, but I think you'll vibe with LSD Dream Emulator.
