This is correct. All playbooks start with three action dots pre-marked; during character creation the player marks four additional action dots.
Unless I am misunderstanding what you are saying?
On the Shield, under “For guidance… use one of these templates”, the Slayer template only marks three dots instead of four. Same issue for Local Law on the Icon.
