"Dawn breaksFunctional Flashlight" is just a glitch, you need the (working flashlight w/ battery) flashlight in your bag (bottom inventory bar) in order to use explor on the Lab. It's intentional, but the original game is in Chinese I think, so the flavor text is poorly translated.
