That border is defined on the plugin parameters, "Window Pad". Change that value to reduce the border size.

If you mean dot, you mean to show a marker/icon that represents a character(player or events) in the minimap, yes, it is possible.
Look into the help file about the Minimap Markers. You need to create markers templates into the plugin parameter and reference them into the event and actor notetags.
