Each upgrade requires a different number of skill points, until you have the required number the button is grayed out. The number of points required is indicated by the number in brackets.
Ah I see I didn't notice that. May I recommend adding in the parenthesis something like (1-2-3 Skill Points Needed). The arbitrary 1-2-3 didn't really tip me off so an extra clarification may help.
