You need corruption 200 and level 2 and meet becca at the beach and wait for her two calls to allow buying the dress. If there is a bug to buy the dress in version 1.26 (i need to wait before this version goes public), you can "cheat" the dress by manipulate the savefile. Use texteditor or hossaveed.
