talk to samuel, and do the semi shorter missions that are lvl 8 before increasing upwards.
Did Sammuel has a mission? I have tried to talk to him but There are only "Where are you from" and "Deflower him" and The only mission that are lv8 That I have done is side quest "Do the Akonian ritual"
