I don't know of a video to address this. There is a step-by-step above, so I don't know what is going on. There may be a way OpenAI is able to determine the two accounts are made by the same person. Or, you need to enter a payment method even using the initial credits (I did this). I am sorry for the poor help .The only solution I found on the internet that works is upgrading your original account to pay-as-you-go, enter a payment method, and generate a new API key afterwords. Sorry, I can't be more help.
