if you find yourself under the amount needed you do just have to kill the whole pen. The big sheep were added so that people simply couldn't spam kill the whole pen over and over and never lose. The big sheep only come after killing the whole pen about 3 times, it's supposed to make you want to use your shots wisely so best strategy to make them not appear is balancing between the timer and making sure you don't kill to much
