nothing I do works even if I turn off my anti-virus. is there maybe the option of getting a steam code since I already purchased the game?

Well it's an exe for the game installer, so you have not even go the game setup yet. Whatever is stopping it is on your PC and not something we can control.
You'll need to google the solution for your own predicament since this is related to your own local services
