I... don't think so? depends on the werewolf? like Zoophilia is because the animal can't consent, werewolves are people and can technically consent unless they are wild and have no ability to speak or anything..... so like Logan, Caleb and Bernard wouldn't be Zoophilia but the rando Werewolves might be? humanoid beast things make stuff like this confusing lol.
(however a technicality would be they are partially humans so they can all consent so werewolves wouldn't be considered that but like idk how that would be decided by majority for legal purposes.)
