True, but at the same time it is explained before entering the building with the id card.
From when you start for the first time, it tells you that you have to use spacebar to stand up, interact and to struggle.
From when your first time opening the locker to get the outfits, it explains you to use the inventory to equip.
The rest is kinda self explanatory; explore and find a way to go further in the game. Sneaking however does seem ignored. Same goes for shooting.
