No. This is a fresh install with the latest version. An older save does exist, but I encountered this issue in a new game I started with this fresh install.

I don't have a save from before the first time I encountered the issue, if that's what you mean. It's still an issue in my current save file, though. I just confirmed by trying to talk to Zephyra again.
I have a couple of very old saves from 2021, but they're just sitting in the saves folder. I'm not trying to play them.
