Where is the ghost? I would like to access the new content with Groupchat and the dragon, but I don't really know where to go or what to do.

The Ghost can be found by talking to other residents and asking them (once you have the quest from Groupchat)
(specifically Gabbie will tell you)
To get from there to the dragon you will also need to have done Princess' raid (which requires the sword that you'll get after encountering Scarlet at the docks)
