I think that's the regulation plate... which you can simply buy from Tuon the blacksmith.
It's either that, or it's the lightweight leather armour, which can be acquired by saving Kuno the ranger from the slime forest right near the start of the game, or by talking to him in his room at night after you complete his knife quest.
