I'd recommend limiting the chat only to what is usable in the conversation at that moment, since the options build up fast and their applicability is up to trial and error.

I think I can put a filter button to put the dialogue that finishes the scene on top, but some of the ideas that aren't needed might contain jokes, small talk, and some world building

We are not in disagreement in this regard. When I said “usable” I meant that as something that provokes a unique response, so those ideas would fit under that umbrella. What I’m talking about are the options that result in a generic response to show it doesn’t add to the conversation, such as “What?” or “Sorry, I didn’t hear that.”
