Ah, that's a really rare bug, either load an older save and try a new game or do a full hard reset by pressing: Left Control + Left Alt + Left Shift + R WARNING: Hard reset will delete all save data.
Yee, its pretty rare but sometimes if you dont have a save file and starting up the char creation menu it can get stuck, just do a hard reset and give it another go, :3
