even reinforcements and militia have standard training making sure troops are decent :)

oh no reinforcements and militia are recieved only if i asked for some, so if "nobody aksed" then i would just have 30k, rather than, say like 40 or 50k.
they would also have to learn chariot riding and archery (yay) and martial arts
