Yeah, I'll be balancing things out as time goes on - although the fights immediately around the Manor are supposed to be cake-walks to get players used to the system (and because I don't know which district they'll fight first). Much harder fights coming the deeper you get into the map :)

As for stat increases during level-ups, that might happen but the plan currently is to increase (or decrease!) stats based on in-game events, usually occurring when you scout a conquered district, but also some worked into the story. This way, growth is a little more organic to the story and exploration has added rewards and dangers. I like it when different systems overlap!
