Leave and re-enter Ebron via the worldmap after you had the dialog with Eloen and the male elf (and when you had the introduction events with Phraan, who is then staying in the town hall instead of the left side of Ebron near the storage). When you get back into the area, Phraan and Eloen should be standing in front of the storage and give you a new dialog to trigger the scene with them.
