I wanted to make sure I have everything before moving to act 3, how many people are able to move into the mansion again I think im missing a few

The house ladies (Lucille, Laura, Renee and Julie)

Ard/Hana

Emma

Molly

So seven. Eight if you count Julie and nine if you count Ard :)

How do you get the house ladies I did their quest lines in an older version and dont see how to talk to them again

You will meet them again after your first interaction with them (Laura's happens automatically, the others you can meet in town - Lucille is in the park at night, I think, and Reneé at the shops..?)

Once you've met them again you can talk to Jessica about moving them into the Manor (I think you need to have built the extra hallway upgrade first).

Sorry I can't be more detailed - I coded all this in about two years ago and I'm not at my computer right now :P

The house owners are kind of just spread around town. 🙂 I didn't get them all moved in, but I was able to find most of their events.

If you want help, tell me which ones you still need. (Or you can continue with TheArcadean...)

I have yet to find the other two I checked the park and shops during every day and every time but nothing, not sure if they are locked or something tho

Man, I suck then. 😆 I only got the mother/daughter - personal preference amongst the house owners I corrupted - and Emma.
