Jessica is in the garden in the morning and at noon.
I believe the stratergize means you need to go to the war room. You have to meet jessica in the garden and war room before you can start fighting. She just showed up in the war room when I went there in the morning.
The latest one is 0.18.0, just so you know. You're literally posting in the 0.18.0 release post :)
