For that you must have at least 55 progress points with Lillian (interact with her and collect Sigils), obtained the skill Holy Headpat, have 6 in Power/Technique/Allure. Once you're set, entering the Church will have Lillian give you a quiz, answer all questions correctly and the whip is yours.
