A "locked" deck suppresses the menu bar. The easiest way to produce a locked deck is to click "File -> Properties..." and then click the "Protect..." button and save the locked copy.
As a side note, while using any of the painting tools you can press "m" on the keyboard to toggle menu visibility and allow yourself to draw "underneath" the area normally covered by it.
