I don't know if it's is my phone or the Game but the war map I just so slow, I can't even close it and clicking on one district can go up to 2 minutes before it shows itself, I don't know why this happens, everything else runs normally
That's definitely your phone. The war map is just a basic imagemap so there's no reason it would slow anything down. Try turning your device off completely and back on again - sounds cliché, but it honestly fixes 90% of reported weirdness.
