There isn't a normal Step 4 DLC, just the Cove wedding story. Do you mean the Step 1, 2, or 3 DLC isn't activated or you were worried you didn't have the epilogue? It's included by default, if that was the concern.
Yes, I mean the epilogue. I was afraid I might start playing - I used to play it before the new steps were released - and then I'd end up without Step 4.
