uhh how do we deal with ec entering NU do they get a full vote? They're currently too small to do so, I think.
I think every other matter except for letting clans join should be ratified with a 4/6 vote but a 2/6 vote for a clan to join and a 3/6 vote to give vote power to a new clan.
