Can't leave the Town Hall. The Priestess keeps saying,
"Shouldn't we talk to the Receptionist?
To pick up a quest?"
There aren't any new quests to pick up, so entering the Town Hall soft-locks the game. Have to load a save from before entering.

It's after all quests have been completed and all outposts have been cleared. Town Hall Girl has no tasks or quests to give.
Goblin Layer is the only one in the party, so Priestess shouldn't be saying anything anyway.
I think that the game thinks I need to have a quest before leaving, but since there are none left to get, it creates a soft-lock.

Try extracting that into the game data folder and say yes to overwrite. Let me know if it fixes the issue :)
Not sure why its happening it the first place though. Did you start a normal new game or use chapter select? Is your save from previous version of the game?

Just continued my playthrough using the save from the last version before this latest one.
