Please use the Bug/Typo thread next time, the whole reason it's there is so that topics like these don't need to be posted.
That said, I'm not sure what's going on here. Those five buttons along the bottom are not present in the official version of the game, are you playing on a modified version? I'd recommend loading up a previous save and progressing to this point again, on the off chance the game loaded something wrong and caused progress to be blocked.
