Ah, sorry. I saw the "stuck on star" and misread the "how to complete" question.
Solution follows (as long as I didn't miss a step):
Revive the extra cat. Move around to the left of the "free" medusa. Push the medusa right, stoning the original cat. You have just enough movement left to grab the 4-flag, but that won't be enough. So hit the 4, then go to the 8 to top up. Then you can push the stone/medusa one space further. Use the 4 again to reach the 8, push the medusa down, then just keep bouncing between the flags as necessary until you can push the rock and the 1-flag into the tunnel enough to turn around and walk up past the last medusa.
