Sounds like you figured out the "Explore" the "Outskirts" thing, but as for Chloe - any morning will work once you've learned the goblin witch's name. The code is extremely simple:

"Knock" if timevar == 1 and lyx_met == 1 and chloe_love_event == 1:

The trick is that it has to be MORNING specifically. She's out on patrol, or with Alice, or sleeping at the other times.
