would it be possible to export a windows savefile to android? i made it to act 2 but i want to play on my phone with my pc save
Yes, you can move saves to and from any OS :) If you're on Android 11+, though, you'll either need a file explorer app or to plug your phone into your computer since Google made the "data" folder hidden a while back.
