There are other story requirements for passing that rule. The quest log should tell you what to do.
Alright, I found the requirement and managed to get the rule in place. It reminded me that I hit exactly the same problem the first time I played. xD
I'd like to suggest adding a reminder to the rule's description, just to point players in the right direction. Some other rules already mention special requirements, and its immensely helpful!
