The enslavement route to get the monster ranch is not yet implemented, so on that route, the best way to get access would be to do the monster girl conspiracy with Julia and Ashley, and when you defeat the Ice Queen, use the magic chakram on her during the dialogue afterwards. You can get some scenes in the monster ranch that way which lead to unlocking the ranch
