It's using RPG maker MV, which should run natively on Windows. What version of Windows are you using?
On native windows i also get the Error Message "nw_elf.dll not found". On wine it's that the program has a nw.js version mismatch.
Edit: It seems there was en error with the unzip program multible times, not everything appears to have been unpacked. After downloading and unzipping it again, i got it working.
