1) Did you started playing the game on 0.63?
2) Are you already in Exile now?
if you say yes to one of these 2 questions then, you have already completed the event and it just a bug (won't affect the gameplay and you can ignore that) that existed in that said 0.63 version...
Edit: Zimon added a temporary manual fix option for it in 0.64 from maeve menu, but it seems to be removed from 0.65, so that can't be removed anymore, but like I said, it won't affect gameplay
