Like what are the requirements for it, every now and then I'll get a character or two attain that state but I can never seem to figure out what exactly causes it as it doesn't seem to be based solely on their authority/loyalty/obedience stats as plenty of characters will have all three maxed but maintain the normal obedience decrease. Does it have something to do with consent as well?
