Many people with mobility issues can enjoy many different types of water recreation!
I can't speak from experience as I don't have mobility issues but the swim center that I learned to swim at had specialized tools for people with mobility issues in order to allow them to experience the pool as well.
Plus, I personally think that anyone is allowed to enjoy a swimsuit whether they enter the water or not!
