The basis of this story and setting are actually quite untapped in horror. So at least narratively, it is unique and had me feeling uncomfortable while also not really understanding why. The gameplay isn't anything unique but it also doesn't have to be because it's just a means for the player to digest the story. There is a chase scene and I can't say I agree with it. If you're going to include a 'monster' in your game, it needs to bolster the rest of the game, not completely clash with it.
It would have been completely okay and even more terrifying if it was just an old man living out his days in a completely pathetic state, disillusioned and fueled by his own hatred, and creating methods to bring down a regime through extremist means. As you said, there is nothing more terrifying than a fascist, right?
Overall, this is a great little game made in Unreal Engine and I can't wait to see how you grow and what else you make.
